The Utapau Council of Governors, also referred to just as the Council of Governors, was a government body made up of the governors of Utapau, such as Governor Sio Bibble of the capital city of Ogana, during the Invasion of Utapau. Governor Bibble remained on Utapau, after Queen Sabé Arcadia escaped the planet, in order to maintain control over the Council of Governors.[1]
